railroad tracks andwas hit by a train and tragically killed. i really hate alcohol. it has destroyed myfamily, and it's keeping my family fromcoming together. a lot of native people'slives on our res were taken because of alcohol. and it's just, in one sentenceplus a period, no good. no good.

there's obviously anoverwhelming sense that it's a rite of passage todrink alcohol when you're underage and that thesense is really damaging to the health of ourcommunity and of our youth. and children who drinktend to binge drink, and a lot of times you'll end upwith alcohol intoxication, which is that they drinkso much alcohol that their body functions are changing. they have respiratoryproblems, their liver


functions are different,their blood chemistries change, and they getacutely sick with it. if you're going to changeunderage drinking in wyoming change cheyenne,laramie, casper, sheridan, jackson, wyoming; you have todo it at a population level. which means you've got todo things that change the entire environment, thatchange the culture-things like a social hostingordinance, things like teaching everyone that thenorm isn't to drink


but to not drink. you've got to make itso that community events don't have alcohol beingsold so that kids aren't in the beer tent with theadults, things like that. those sort of majorpopulation level change is how you can effectchange across the state. party patrols are specialpolice units that the federal government hasfunded to find drinking underage parties.

a public record that canbe discovered by potential employers, military, orpeople considering you for a scholarship. safe party dispersalinvolves the officers contacting the parents of theyouth or the underage drinkers. having them come tothe location, taking responsibility and care oftheir teenagers, and that we also advise them of anylegal proceedings that are on the horizon for thoseteenagers for the offense


of drinking underage. it's important forparents not to host house parties in wyomingbecause, for each child that they provide alcohol tothat isn't their own child, they can be charged with amisdemeanor for each child. therefore if there's fivechildren that they provide alcohol to, that would befive times a fine of $750, five times 6 months injail, or a potential of 30 months in jail.


tips training is trainingfor intervention procedures. it's really a common senseapproach to responsible alcohol service. it was a community effortincluding the retailers, to bring it on board and justmake it part of the way they operatewithin that community. and the tips program is very good about injecting a great piece of the legal side intothe training program. i've been to it, i enjoyedit, all of my staff has


been trained in it. it's important because, twofold: number one, it's the law; thelegal drinking age is 21. we try to complywith the law. but the 2nd and of coursethe most is the abuse and/or catastrophic resultswith underage drinkers. we train our staffs to bevery diligent on checking ids. we do not want to sellto underage drinkers. well, we know that tipshas been effective because


we've been working withthe wyoming association of sheriffs and chiefsof police, wascop. and they do what iscalled compliance checks-retailerscall them stings. but basically thisis where they take an underage person into aretail establishment and see if they can make a purchase. and what we found is thatit has been about 97 percent effective in the communitiesthat have been tips trained.


in other words, thosefolks who have the tips training 97 percent of thetime will not sell to an underage person in one ofthese compliance checks. changing communityevents, how alcohol is sold and consumed is ahuge...has a huge impact on changing norms withina community simply because you have large numbers ofpeople that attend these kind of events,particularly in the summer. cheyenne frontierdays is the largest


outdoor rodeo inwestern celebration. when we set up adispensing area we make sure that it'sfor 21 and above. our vendors and ourhockers that serve beer, they comply with all carding. there are 12 or 15different things you can do at a community event tochange the norm, which is have a beer garden forexample; adults can go there, only adults, andthat's where they drink.


they don't go anywhereelse in the park. you can have wristbands toindicate just how old you are or differentcolored cups. there are lots of waysthat you can change the sale and consumption ofalcohol in a community event and, by doingthat, you have then a new generation that comes upto...that knows that when you go to a communityevent there is a way to consume alcoholresponsibly and they don't...


and they see that, andthat is all part of changing a normwithin a community. prevention is like asponge wall that, when you're pushing againstit, if you stop pushing it's going to bounce back at you. it's important for thecommunity to collaborate on underage drinking andprevention because it's a community problem. the problem isn't just lawenforcement, it isn't just


schools, it isn't just parents. it's an issue thateverybody needs to work together to try andcombat and, if they work together, they're morelikely to be successful. in a culture where weknow that it's not okay, a lot of times we reallydon't step in and say "this is not acceptable." we need parents involved,we need peer pressure, we need neighbors, we needpolitical groups, we need


everybody thatcan be out there. it's really important forthe youth to have a say in what's going on and havethe youth be the ones involved in making thechange because they are not only the nextgeneration, but they're the ones that otheryouth will listen to. there was this false wall between communities, law enforcement, and retailers. and when they found out that this wall didn't really exist,


everybody got on board in the communities that we went into, and everybody'sbenefitted from that. (music plays)
